This project will enable Saint-Léonard to grow in a sustainable manner by improving its economy, environmental resilience and water and sewer services. The project will be located on rue Gervais. This street leads to the largest commercial area in the City and runs parallel to the Trans-Canada Highway. Water pressure is lacking in this area, and the City is looking to loop the water system in conjunction with the extension of the wastewater and surface water sewer system and the roadway infrastructure itself. The City has a recurring surface water problem at this location. While the problem is largely addressed by the construction of a retention pond near the project, the City will need to include works such as drainage channels and other strategies to manage surface water. The project consists of the supply and installation of approximately: o 1,200 m of water main to allow for the looping of the network and to serve an area with great development potential. o 560 m of sanitary sewer pipe to serve an area with great development potential o 360 m extension of rue Gervais to serve an area with great development potential o 660 m of ditch to allow drainage of surface water on the extension of rue Gervais o Culvert replacement and upstream culvert upgrade to improve surface water drainage Certain features of the proposed project will help mitigate the effects of the increasingly frequent torrential rains. The extension of rue Gervais will slow the flow of surface water, which will have a longer path to travel. This will allow for a greater rate of infiltration of surface water into the new ditches and thereby reduce the load of water sent to the new retention pond recently built in this area. The replacement of a culvert in poor condition used to convey water to the retention basin, as well as some improvements upstream of the culvert and the re-profiling of certain ditches will also considerably improve the flow of surface water in the sector. Finally, an existing drainage ditch crossing several properties will also be diverted towards the existing retention basin, thereby reducing the risk of flooding of these properties during torrential rainstorms.
