Description

The Program-for-Results (PforR) supports Sierra Leone’s Governance and Public Financial Management Action Plan, focusing on mobilizing revenue, improving budget credibility and enhancing accountability in the management of public resources. The operation targets three results areas: (i) increasing revenue mobilization, (ii) enhancing budget credibility; and (ii) improving accountability. Key initiatives include:1) Strengthening macrofiscal and budget formulation, cash and commitment controls and execution discipline and reallocation govenrance through supporting medium-term expenditure frameworks, IFMIS commitment controls and operationalizing arrears prevention and clearance plans.2.) Scaling the use of core PFM digital systems—e‑GP and the Public Investment Management Information System (PIMIS)—and ensuring their interoperability to improve data sharing, transparency, and efficiency in budget preparation and execution.3.) Strengthening the effectiveness of oversight institutions, notably the Audit Service Sierra Leone (ASSL), by operationalizing audit committees and increasing the timeliness and completeness of MDAs’ responses to audit recommendations.4.) Supporting tax and customs administration reforms led by the National Revenue Authority (NRA) to boost revenue collection and compliance.The program is nationwide and benefits both government and citizens by strengthening accountability and efficiency in the use of public funds. The operation excludes activities with significant adverse environmental or social impacts under the PforR policy and does not include works, goods, or consultancy contracts above OPRC thresholds.
