On 22nd December 2011, the Government of Rajasthan awarded a concession of 8-years 5-months and 5-days (including 15 month construction period) to GHV India Private Limited for the strengthening, improvement, 2-laning,operation and maintenance, and tolling of 93kms of Salumbar–Banswara section of road comprising SH-32 (72/000 to 165/000), in the state of Rajasthan. Under the contract, GHV was responsible for the design, construction, finance, operation and maintenance,strengthening and 2-laning the existing carriageway of Salumbar–Banswara of SH32 with paved shoulders. The scope included construction of new pavement, rehabilitation of existing pavement, construction and/or rehabilitation of major and minor bridges, culverts,road intersections, interchanges, drains, traffic signages, traffic safety measures, etc. This road upgradation was expected to ease traffic congestion and give significant stimulus to trade and commerce in the entire region. GHV India Private Limited won the tender through domestic competitive bidding, conducted by PWD Rajasthan, by quoting the lowest concession period of 8-years 5-months and 5-days. Under the contract, GHV was to recover the capital costs and operating costs including returns through tolling during the term of concession. The concession agreement for the project was signed on 13th December 2011. The estimated capital cost of the project at the time of bidding was US$ 9.3mn (INR 463.3mn @ 50 INR/USD). Other details of financing were not available at the time of collection of this information. The construction of 50kms of project road was almost complete and proportionate tolling operation for the stretch had started on 16th August 2012.
