Description | In 2001, Orissa Power Consortium Ltd. (OPCL), an independent power producer, entered into a memorandum of understanding with the Government of Orissa to develop the Samal Hydro Electric Project on Brahmani River in Angul district (Orissa state) on a build-own-operate (BOO) basis. The hydro electric project had a potential generating capacity of 18 MW from two units of 9 MW each. OPCL was majority owned (72.11 %) by VBC Group of India. The total cost of the project was estimated at US$ 24.69 million. The project reached financial closure in 2005 with a debt equity ratio of 70:30. In August 2004, OPCL entered into a power purchase agreement (PPA) with PTC India Limited, a power trading firm, for a period of 30 years from the date of commissioning. Construction work began in 2005 and the project was scheduled for commissioning in 2007. |
