Samoa - Telecommunications and Postal Sector Reform Project

The objective of the Telecommunications and Postal Sector Reform Project is to assist Samoa in improving the performance of its telecommunications and postal sector. There are five project components, including project management: (1) The competition and sector reform component finances technical assistance to assist changes to sector legislation in order to increase competition, in the accession to the WTO, and in the design of a postal policy; engagement of advisors for the award of a digital cellular license; and professional development (training, study visits). (2) The regulatory reform component assists the introduction of effective regulation of the telecommunications sector and strengthens the regulatory capacity of the government ministry (MOPT). The component covering the Corporate Reform of SamoaTel includes assistance to explore options to privatize SamoaTel, and to carry out its privatization. The Postal Reform component will be carried out in two phases. Phase 1 involves technical assistance to the government to elaborate a postal sector strategy, and Phase 2 includes the investment to upgrade SamoaTel's postal capacity.
