Description

On June 2008, National Thermal Power Corporation NTPC (India, 50%), was signed a Build Own, Operate and Transfer agreement with Ceylon Electricity Board of CEB (Sri Lanka, 50%) for the construction, operation and Transfer for a 14 years term of a 500 MW, Coal-fired power plant at Sampur, Trincomalee. The project was a joint between NTPC (India, 50 %) and CEB (Sri Lanka, 50%) Under the BOOT agreement, NTPC was to supply 500 MW of energy to CEB for a term of 14 years. The remainder of the energy was to be sold to the public. Following a competitive negotiation process, NTPC was awarded to set up a 500 MW coal fired power plant at Sampur, Trincomalee. The total project cost was 450 US millions. The project reached financial closure in June 2010, according to the loan information. Under the proposed agreement the NTPC and the CEB each will invest US$75 million as equity capital, while the balance US$300 million will be raised from banks as loan capital. The construction started in 2011 and is expected to be commissioned on January 2016.
