The remainder of the energy was to be sold to the public. Following a competitive negotiation process, NTPC was awarded to set up a 500 MW coal fired power plant at Sampur, Trincomalee. The total project cost was 450 US millions. The project reached financial closure in June 2010, according to the loan information.
