The project was awarded in July 2007 by direct negotiation, when PT Pelabuhan Samudera Palaran (PSP) entered into a joint operation agreement with the Samarinda city goverment under a BOT contract for 50 years. Under the term of the agreement, PT Pelabuhan Samudera Palaran (PSP) was to make an investment of US$60 million (IDR550 billion) to bring capacity to 220,000 TEUs per year. In March 2009, the 50-year BOT Samudera Palaran Container Terminal project reached closure. This project was developed by PT Pelabuhan Samudera Palaran (PSP), a joint-venture between privately-owned PT Samudera Indonesia Tbk (75%) and state-owned PT Pelabuhan (Pelindo) IV (25%). Construction of the terminal began in June 2008 and was 43% complete as of March 2009. The project was expected to be operational in December 2009. The detailed information on financing of the project was not available. The container terminal was completed in May 2010.
