Description
Description | 30 year contract (2001-2031) was awarded by governmental Provincial Waterworks Authority (PWA) to Egcomthara Co.,Ltd. on June 23,1999. The commercial operation date started on April 7, 2001. PWA defined it as “Capacity expansion for Samut Songkhram Waterworks (Build-Own Operate)". The overall committed investments apparently were about 17.7 millions $US (650 million Baht). Egcomtara Co., Ltd. was granted a concession to produce and supply tap water in Ratchaburi-Samut Songkhram areas and operate tap water related business, such as engineering and maintenance service for pipeline system, tap water production system and wastewater treatment system. The company produced and supplied treated tap water to the Provincial Waterworks Authority of Thailand (PWA)in the provinces of Samut Songkram and Ratchaburi, west of Bangkok. Egcom Tara was to run a 12,000-cubic-metre-a-day system in Muang district and a 24,000-cubic-metre plant in Damnoen Saduak, both in Ratchaburi. The Electricity Generating Company (EGCO), the country's first independent power producer, had diversified from its main power utility businesses into public water supply operations in 1999 when it signed an agreement with Y.A. Consortium to form a joint venture called Egcom Tara Co. Registered with capital of 345 million baht, Egcom Tara was owned 70% by Egco, 2% by Require Construction, 5% by Yanakawa Construction and 5% by Aqua Thai Co. In August 2000, East Water, via Universal Utilites Co., Ltd (UU), bought 15% of shares of Egcomtara. The largest shareholder was the Electricity Generating Company (EGCO) with 70% share. Require Construction held a 5% stake. Universal Utilites Co., Ltd (UU), subsidiary of East Water, had signed a 6 years Operation and Maintenance Contract with Egcom Tara Co., Ltd. to operate the Ratchaburi and Samut Songkhram Waterworks. Under this contract, UU managed 2 tap water production facilities: Pang-Puay Filter Plant and Luk Muang Filter Plant, covering the area of Muang District and Dumnern Saduak District in Ratchaburi and Muang District, Samut Songkhram for a community of over 25,000 households. In 2006, Ratchaburi and Samut Songkhram Waterworks were certified ISO 14000/2000 as proof of the company’s commitment to produce quality tap water. Furthermore, UU planed to increase tap water production from 32,000 cubic meters/day in 2006 to 40,000 cubic meters/day in 2007 and decease water loss during distribution to less than 1% in the same year.
