Description

In January 2007, Concesion Aeropuerto San Andres y Providencia SA, (CASYP SA) signed a 20 year concession contract for the rehabilitation and modernization of the San Andres and Providencia Airports with AEROCIVIL, Colombia’s civil aviation authority. Traffic at the two island airports, named Gustavo Rojas Pinilla and El Embrujo respectively, had increased by over 50% in the few years preceding the concession and was expected to continue to rise. The contract called for expanding the terminal at both airports, increasing the size of the runway at the Gustavo Rojas Pinilla airport as well as various other works. The contract was awarded in December 2006 and carried out through a competitive tender. The bidding criteria stipulated that the winning bid would be the median amount of government participation plus an additional five percent. Three consortia presented offers: • Promesa de Sociedad Futura Concesionaria Aeroportuaria delArchipiélago S.A. (37.2500%) • Promesa de Sociedad Futura Aeroportuaria San Andrés y Providencia (ASAP) S.A.; (20.9960%) • Promesa de Sociedad Futura Operadora Aeroportuaria del Caribe S.A. (Opercaribe) S.A. (12.2000%) The ASAP consortium presented the winning bid as it was closest to the median amount and the next highest bid was more than 5% of its offer. ASAP formed the special purpose vehicle Concesion Aeropuerto San Andres y Providencia SA, (CASYP SA) to administer the airports. The SPV was comprised of: Estudios Tecnicos SA, Vicon SA, CONINSA & Ramon HSA, AIA SA, Construcciones CF LTDA, Agencias Universales SA AGUNSA, Construtel LTDA, Pedro Ramon Emiliani Catinche. Total investment commitments for the project were estimated at US $20 million. The concession contract was terminated in September 2014 due to lack of compliance of the contract terms by the sponsors.
