Description

The San Isidro - Samalayuca project envisaged the construction, operation and maintenance of a 25-km natural gas pipeline passing through the states of Chihuahua and Sonora. The pipeline was set to have a capacity of 1,135 million cubic feet per day. In July 2015, the project was awarded by the Mexico's regulatory agency CFE to Gasoducto Aguaprieta S.A. de C.V., a subsidiary of the American company IENova (Sempra) . The contract lenght was established as 25 years of commercial operations, and the sponsor established the special purpose company Carso Gasoducto Norte, S.A. de C.V. to lead the project. Besides Gasoducto Aguaprieta, three other bidders took part in the process: Fermaca, the consortium of Grupo Carso and Promotora del Desarollo de America Latina; and the consortium of five local companies. The bidding criteria was the lowest revenues. Gasoducto Aguaprieta presented the winning offer of US$ 147.5 million, 26.4% below the ceiling. The investment in the project was estimated at US$ 110 million. Construction works commenced in March 2016, and, as of December 2016, construction works were concluded and the project was in pre-commissioning status.
