Description | The project involved a four lane, 25 km highway which run from the Tlaxcala state capital of the same name to neighboring Puebla state's San Martin Texmelucan city. The construction works were concluded in September 1990 and were financed as follows: 20% with private equity, 8% with state government equity, 11% with transfers from CAPUFE (state owned company that manages public toll roads) and 63% with a loan from Bancomer. The actual average daily traffic flow was lower than expected (actual - 3,700; estimated - 4,500), which caused the internal rate of return to fall short of the estimated value (actual -22%; estimated - 29%). The government is studying the possibility of eliminating the toll charges on this road (as of Jan. 1998). The consortium that won the project tendered was composed by included ICA SA de CV, Gutsa Construcciones S.A. de C.V., Iconsa , Construcciones Urbanas de Mexico , Caminos y Urbanizaciones, Constructora Estrela , Constructora y Edificadora Mexicana. The ownership of the project company is divided equally among the private partners. In November 2010, Promotora y Operadora de Infraestructura (PINFRA) a company dedicated to the management of infrastructure projects, purchased for $350 million pesos the road stretch Tlaxcala - San Martin Texmelucan as part of its strategy to accumulate profitable transport concessions. |
