In the end of 1999, the state government of Tocantins sold 51% of Saneatins to Empresa Sul Americana de Montagens S.A. (EMSA), who has been operating Saneatins since then. Companhia de Saneamento do Tocantins (Saneatins) was created by the state of Tocantins in April of 1989, as a vehicle to be used for the partial divestiture of the state owned Companhia de Saneamento de Goiás (SANEAGO). Saneatins is a mixed controlled company, in which EMSA Empresa de Montagem Sul Americana S/A owns 76.5232% of its shares, the state of Tocantins owns 23,4720% and other shareholders 00,0048%. EMSA commited to invest US$ 219.3 million in a 30-year term. Saneatins' monthly revenues are estimated at US$ 2 million. Saneatins has been receiving technical assistance from the joint UNDP/World Bank Energy Sector Management Assistance Programme (ESMAP) to reduce and control energy consumption. In 2011, Foz do Brasil, a subsidiary of the Brazilian group Odebrecht, acquired the 50% of EMSA's shares of Saneatins. Foz do Brasil and EMSA created a new company, named Foz Centro Norte, with shareholdings equally divided between Foz do Brasil and EMA. Foz Centro Norte concentrated the 76.52% private participation in Saneatins. In June 2015, Saneatins issued US$ 57 million (BRL 190 million) in long-term bonds to finance its investment.
