In December 2009, a consortium consisting of Cargill [USA, 60%] and Louis Dreyfus SAS [France, 40%] won a 25-year contract with Sao Paulo state port authority Codesp to rehabilitate and operate the Santos Port Bulk Solids Terminal (Tegran). The contract could be extended for an additional 25 years upon termination. Cargill had previously operated the same terminal without Louis Dreyfus. The winning consortium paid R288 million (US $163.6 million) in fees. Approximately R219 million, (US $124.4 million) was part of its bid for the concession infrastructure and R67.6 million (US $ 38.4 million) for the land (as Codesp predetermined in the bidding documents). The consortium was to invest R13 million (US$ 7 million) in improving the terminal infrastructure. It beat four other offers and Vol Cafe Ltda, the second place bidder, challenged the winning bid. The contract was signed in January 2010 with an explanation denying the Vol Cafe's challenge to the bid later in the month.
