The TPPs – located in Aracaju (SE); Belém (PA); Cananéia (SP); Manaus (AM); Natal, RN); Santos (SP) and Vitória (ES) – were qualified in the PPI through Decrees nº 10,383/2020 and 10,442/2020, in addition to Cabedelo (already granted – auction on 01/28/21 and Contract signed on 04/29/2021 ). The studies were carried out through an exclusive Expression of Interest Procedure (PMI), in accordance with § 5 of art. 1st of Decree No. 8,428, of April 2, 2015. The PMI was opened on October 29, 2020, and had the participation of 6 groups, and, after the due selection process, the consortium formed by Terrafirma companies was authorized , LPC Latina, CPEA, Moyses&Pires, starting studies, on 01/27/21. The studies were completed by PMIsta on 04/09/21, having been approved by the responsible technical committee and improved for the purpose of sending the project extract to the Federal Audit Court, on 4/26/21, and making it available to civil society through Public Consultation, opened on 04/29/21, ending on 6/13/21. Information about PMI can be found here. The Public Hearings, in a hybrid format, took place on 2 and 7/6/21. TPP Santos, opened in 1958 and which was already of great importance for fishing in the region, currently operates a minimum volume, only for occasional landings and processing of fish in very precarious conditions. Project benefits The State of São Paulo has fifteen coastal cities along its 700km coastline, in which fishing activities are carried out at different intensities. Total fishing production in the State of São Paulo, from 2006 to 2011, varied between 64.5 thousand tons and 79.3 thousand tons. In the period observed, aquaculture production increased (from 21 thousand tons to 44 thousand tons annually), while marine-estuarine extractive fishing decreased (from 33 thousand tons to 22 thousand tons annually). According to the Fishing Activity Monitoring Program (PMAP), the volume currently landed is even smaller, the production of marine-estuarine extractive fishing in São Paulo was 13.5 thousand, 17.2 thousand and 15.3 thousand for the years 2017, 2018 and 2019, respectively. For the same period, artisanal fishing is responsible for approximately 44% of the volumes captured and more than 95% of the number of landings made. Santos and Guarujá are the main destinations for extractive fishing in São Paulo and in the period from 2017 to 2019 the PMAP recorded the unloading of approximately 10 thousand tons annually, of which industrial fishing was responsible for 85% of the catch. Landing sites and structures to support fishing activities are spread throughout different fishing locations, including neighborhoods of Santos and Guarujá. However, the region lacks a public terminal that welcomes, provides inputs and is open to the public. Currently, landings are carried out on some beaches (artisan fleet) or in private terminals, which often do not provide services to third parties. Interviews carried out indicate that, with the drop in the level of service offered by the TPP from 2016 onwards, there was a migration of the industrial fleet to other cities and states. The TPP has already played an important role for fishing in the region, due to its proximity to CEAGESP (Companhia de Entrepostos e Armazéns Gerais de São Paulo), which distributes fish to the South, Southeast and even Northeast regions (mainly to the State of Bahia). The operating terminal will be able to bring together several fishing support structures in a single location, which will facilitate the activity. Currently, fishermen need to make two or more stops to refit their boats (ice, diesel, water and ranch).
