Sao Gabriel Saneamento, a partnership of the Brazilian companies Vega Engenharia Ambiental Ltda and GMEC Projetos e Obras Ltda (a subsidiary of Grupo Solvi), was awarded the 30-year concession contract to expand, rehabilitate and operate the water and sewerage facilities of Sao Gabriel (state of Rio Grande do Sul) in February 2012. The contract was awarded by the municipality's central administration. The population of the area was estimated at 60,000. Sao Gabriel Saneamento was awarded the contract by offering the lowest tariff. Two other companies took part in the contest, but the names of the other bidders were not available. The contract was signed in March 2012, and the private sponsor took over the operations of the services in May 2012. The private sponsor committed to invest US$ 55.7 million (BRL 110 million) over the first five years of the project.
