In November 2010, the consortium SPMar, comprised of the Brazilian companies Contern Construcoes e Comercio Ltda (74%) e Cibe Investimentos e Participacoes S.A. (26%), won in a competitive bidding the right to expand, rehabilitate and operate the 103.8 km of the western and southern access to the city of Sao Paulo (state of Sao Paulo). Both Contern and Cibe were subsidiaries of the Brazilian group Bertin. The bidding criteria was the lowest tariff, and SPMar offered toll rates that were 63.3% below the ceiling set by the state government. Two other groups took part in the bidding process: consortium Serramar de Rodovias (Serveng Civilsan S.A.; EMS S.A.; and Encalso Construcoes) and consortium Rodoanel Sul e Leste (Odebrecht; Ecorodovias Infraestrutura e Logistica S.A.; Invepar; and Queiroz Galvão). The 35-year concession contract was signed in March 2011. The investment was estimated at US$ 2.007 billion (BRL 3.375 billion) in the construction of the western access (60% of the investment figure) and the rehabilitation of the southern access. In addition, the sponsors agreed to pay US$ 214.5 million (BRL 350 million) for the concession rights.
