This project involves the expansion and modernization of 7 existing bookstores in Brazil operated by Saraiva, and opening of eight new bookstores in existing shopping malls in urban areas. Saraiva also operates a publishing house and a printing shop, which are not part of the IFC investment. Environmental due diligence of the sponsor’s publishing and printing operations was carried out during appraisal to verify the corporate sponsor is complying with local environmental laws and regulations in related operations.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:· solid waste disposal;· hazardous materials use and handling;· employee health and safety; and· fire prevention and emergency preparednessThe information provided by Saraiva about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.3. The solid waste generated at the printing shop is characterized as paper 240,000 kg/yr., and aluminum plates 6,000 kg/yr. The used lubricant oil produced is 300 liters/year. This waste is collected and sold to recycling companies.4. At the printing shop Saraiva stores the following hazardous materials gasoline (50 liters), kerosene (20 liters) and lubricant oil (100 liters). This material is stored in an appropriate storage area and it is handled only by trained personnel. 5. The company has implemented an emergency and preparedness plan for the printing division, publishing division and the bookstore division. The plan includes alarm systems, fire brigades, evacuation routes, on-site first aid clinic, and a coordination system with mall security.4. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Saraiva proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.5. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Saraiva and by conducting periodic supervision.
