Satbayev University Student Accommodation PPP Project

project signed

The project involves the development of modern student accommodation facilities for Satbayev University in Almaty, Kazakhstan, through a public–private partnership (PPP) model. Supported by the Asian Development Bank, the initiative includes the planning, design, construction, financing, operation, and maintenance of new student housing infrastructure to address the shortage of on-campus accommodation for students. ADB is providing transaction advisory services to assist the Ministry of Science and Higher Education and the university in conducting feasibility studies, structuring the PPP arrangement, attracting private investors, and managing the tendering process. The project is intended to serve as a pilot model for future higher-education accommodation PPP projects in Kazakhstan under the country’s updated PPP framework.
