Governmental Provincial Waterworks Authority (PEA) awarded 10 years concession contract for management of Sattahip Waterworks (2000-2010) to Eastern Water Resources Development and Management Plc (East Water) on July 28, 2000. The Universal Utilities Co. Ltd. (UU), a 100% subsidiary of East Water, took on the management of Sattahip Waterworks. The overall investment commitments were apparently about 6.8 million $US (278 million Baht). Under the contract, the company had developed the services system and expanded the water distribution pipeline areas by installing the Supervisory Control and Data Acquisition System (SCADA) as well as the Geographic Information System (GIS) with the investment of approximately 358,911 $US (14.5 million bath) to create the modern utility management system that can control and inspect the entire process of water production and distribution system. The Sattahip Waterworks System had the production capacity of 12,000 cubic meters/day at the start of the contract. In 2004, Provincial Waterworks Authority (PWA) assigned the operator to expand the tap water production capacity to 18,600 cubic meter/day in order to supply additional tap water to the service area in the south of Pattaya Waterworks Office. The contract was extended from 10 years to 25 years. In 2006-2007 Sattahip Waterworks had a production capacity of 31,200 cubic meters/day and was going to increase production to 38,400 cubic meters/day by the end of 2007. The Supervisory Control and Data Acquisition System (SCADA) and a Geographic Information System (GIS) helped to monitor and reduce the amount of water loss during the distribution process from 15.13% in 2006 to 14.64% in 2007. Universal Utilities Co.,Ltd.(UU) was established on December 15, 1998 as a 100% subsidiary of Eastern Water Resources Development and Management Public Co.,Ltd.(East Water). Following its IPO in 1997, East Water had the following shareholder structure: state-owned Provincial Waterworks Authority (PWA) (44%), Industrial Estate Authority of Thailand (IEAT) (5%), and general investors (51%). By 2005, that shareholding structure was: the partially private Electricity Generating Company (EGCO) of Thailand (18.22%), PWA (40%), IEAT (4.5%), and public investors (37.25%). As of 12/01/2006 East Water had 1,738 shareholders. Major shareholders were governmental PWA (39.99%), partially private EGCO (18.62%), IEAT (4.45%), and the rest of general investors held 36.9%. As of 2004, the stake holders of EGCO were state-owned EGAT (25.41%), CLP Power (22.42%), Thai investors (30.09%), and foreign investors (22.08%).
