SB 423 Streamlined Ministerial Approval Process for Multifamily Housing

enacted

SB 423 expands and strengthens SB 35 by extending the streamlined, ministerial approval process for multifamily housing developments in California. It covers more jurisdictions and project types, extends the sunset date to 2036, and includes new labor standards and public outreach requirements. The law allows the Department of General Services to review qualifying projects on state-owned or leased property and expands eligibility to jurisdictions without certified Housing Elements. It also modifies review and approval processes, especially in coastal and fire hazard zones.
