Description

The proposed E3 MPA Program will include a total financing envelop of up to US$2.0 billion IBRD/IDA to support client countries in ECA to reduce energy use through investments in energy efficiency in the major end-use sectors, including public, residential, and industrial sectors, as well as district heating. Parallel policy and regulatory amendments, institutional strengthening, market development and other activities would also be supported to enable the client countries to achieve greater levels of ambition, scale, leverage and sustainability. Over the proposed five-year MPA period (FY24-28), financing would be allocated to 8-10 countries to support energy efficiency investments in the pillars defined under the MPA. Over time, these interventions would be designed to allow the transition to develop and initiate national-level programs, which would include significant IFI partner, government or commercial co-financing, along with the necessary policy and regulatory reforms and market development, in order to increase the scale of impacts and help the client countries to significantly reduce energy demand in line with their carbon neutrality commitments by mid-century.
