Description | The City has utilized the small works roster to contract with Northwest Grouting to complete the repairs on the culvert. Construction for the repairs are scheduled to begin on July 17th of this year and expected to last for several weeks. Traffic Impacts: Expect delays with intermittent lane closures to one lane traffic with flaggers during working hours. Wheaton Way will be open to two lanes after hours and weekends. SchleyCanyonMarch 9, 2023 – Looking south at the upstream end of the culvert. SCOPE/PURPOSE There is an existing 36-inch concrete culvert that carries McDougal Creek underneath Wheaton Way at Schley Canyon. The culvert was installed in 1926 by Kitsap County for what was State Route 14. This area was annexed by the City in 1941. Erosion of the canyon led to a culvert failure in 2010, closing a portion of Wheaton Way and sweeping a portion of the road and several pipe sections downstream. The pipe and slope were repaired in 2011. As the culvert approaches the century mark of use, it is in poor condition, with sections of the pipe bottom missing and significant voids created by stream flows washing material out from around the pipe. The City and Washington State Department of Fish and Wildlife, in conjunction with the Suquamish Tribe, executed a Memorandum of Understanding (MOU) that allows the City to complete repairs to this culvert in exchange for the Anderson Creek Dam Removals. |
