Second Decentralized City Management

The Second Decentralized City Management Project will increase access to infrastructure and basic services for residents of Benin's primary cities - Cotonou, Porto-Novo and Parakou - and of selected secondary cities - Abomey-Calavi, Kandi and Lokossa. The Project will have four components: 1) Municipal management strengthening. This component aims at improving the management tools, and financial resources of participating cities to enable better provision of urban services, and maintain implemented infrastructure, with the support of relevant line ministries and administration. 2) Basic infrastructure will provide improvements, rehabilitation and/or construction as needed of urban infrastructure (roads, drainage) within participating cities. 3) Community participation and integration, seeks to improve access to basic services, particularly for residents of poor neighborhoods. The component will finance the rehabilitation and construction of neighborhood's social and economic infrastructure, i.e., primary schools, community centers, basic health centers and small markets. 4) Solid waste management In Porto-Novo. This component aims to develop a long-term vision for integrated solid waste management in Porto Novo, and, assist the city in the implementation of a priority action plan, which includes studies, training, technical support, and, subject to meeting pre-defined triggers, the construction of a landfill.
