Description

The development objective of the Second Financial and Digital Inclusion Development Policy Financing in Morocco is to improve financial inclusion, digital entrepreneurship and access to digital infrastructure and services for individuals and businesses and strengthen resilience of households and firms. It renews Morocco’s development model by: (a) creating the enabling conditions for becoming an emerging economy; (b) moving toward a model in which the private sector plays a key role in supporting economic and social inclusion; (c) moving away from low economy-wide productivity, low formal labor force participation, and high informality; and (d) reducing rural–urban disparities by emphasizing rural development and enhancing service delivery. The plan relies on three pillars: (a) fiscal support to the economy via public guarantees and the creation of a strategic investment fund; (b) extension of a reform for universal access to healthcare and social protection; and (c) reform of the public sector.
