The overall goal of the proposed technical assistance is to help the Government of Nepal to design a project for the development of the rural infrastructure sector consistent with the National Strategy and contributing to poverty reduction in providing rural population with better access to income-generating opportunities and essential socioeconomic services. The project will provide funding to selected districts to undertake rural infrastructure subprojects for the construction and/or upgrading of basic rural transport infrastructure (including rural roads, critical river crossing structures, mule trails, and tracks) and other possible types of community-based small scale infrastructure still to be identified. The project scope is also expected to include interventions aiming at building and strengthening the planning and implementing capacity at central and local levels, as well as supporting social mobilization and promoting public about rural infrastructure development. The scope of the TA will cover (i) a sector review including the impact and lessons learned from other projects; (ii) analysis of policy and institutional aspects; (iii) review and validation of the Project concept and modalities; (iv) final selection of the Project districts; (v) institutional and technical capacity assessment and recommendations on institutional strengthening and capacity building; (vi) inventory and descriptionof the different types of rural infrastructure proposed; (vii) beneficiary awareness and social mobilization; (viii) detailed feasiblity studies for six sample subprojects; (ix) definition of the implementation arrangements for the overall Project and for the subprojects; (x) review and recommendations on technical design and specifications, quality assurance, and operation and maintenance; (xi) organization of participatory and consultative workshops at central and district levels; (xii) preparation of the scope and terms of reference for consultancy support; and (xiii) preparation of the overall Project feasibility study.
