The project objective of the Second Rural Municipal Development Project for Nicaragua is to improve the performance of rural municipalities by building their capacity in three major areas in which municipal governments can make a crucial contribution to sustaining rural development: providing local public infrastructure and the delivery of municipal services; protecting the environment and the sustainable management of natural resources; and promoting local economic development. There are two project components: municipal development and municipal environmental management. The first component includes four sub-components, which are decentralized financing, strengthening municipal institutions, strengthening the Nicaraguan Institute for Municipal Development (INIFOM), and evaluating and developing policy. The second component includes three sub-component, which are decentralization of environmental management, environmental information systems, and environmental municipal facility.
