The Second Rural Sector Support Project for Rwanda development objective is to increase agricultural production and marketing in marshland and hillside areas targeted for development under the project in an environmentally sustainable manner. There are three components to the project. The first component of the project is marshlands and hillsides rehabilitation and development. This component is to expand irrigated area in cultivated marshlands and increase use of sustainable land management practices on associated hillsides to accelerate the pace of agricultural intensification. The second component of the project is strengthening commodity chains. This component of the project is to support the commercialization of smallholder agriculture in targeted marshland and hillside areas by intensifying production, promoting agricultural value addition, and expanding access to markets. The third component of the project is project coordination and support. This component will support the project support and coordination unit (PSCU) to ensure: (i) efficient execution of administrative, financial management, and procurement functions; (ii) coordination of project activities among the various stakeholders; (iii) timely implementation and monitoring of environmental and land-use management frameworks mandated by World Bank safeguards policies; and (iv) establishment and operation of an effective monitoring and evaluation (M&E) system.
