Description | The Second Social Action Fund Project for Malawi aims to a) address the need for socio-economic infrastructure development in rural and urban areas; b) support safety net programs by creating temporary employment for the very poor and financing initiatives to assist the most vulnerable groups such as orphans, street children, persons with disabilities, the aged and those affected by Acquired Immune Deficiency Syndrome (AIDS); and c) enhance in-country capacity to identify, prioritize, and implement projects by training stakeholders. There are five main components. The first, Community Subprojects, finances demand-driven community-based socio-economic infrastructure projects, social mobilization and capacity building, beneficiary targeting, and project monitoring and evaluation. The second component, Public Works, finances labor-intensive works as a safety net scheme, and includes information, education, and communication (IEC) activities. The third component sponsors subprojects to construct and rehabilitate facilities and provide services (including transportation, care, etc.) to benefit vulnerable, and includes IEC activities that focus on sensitization and clarification. The fourth component, capacity enhancement, strengthens the capacity of the Management Unit and supports capacity building for all other stakeholders involved in implementing subprojects. The fifth component finances incremental operating costs. |
