Through a combination of community development, capacity building, and micro-finance programs, the Second Social Fund for Development Project in Yemen, will help improve the range of services, and options available to the poor. The components will: 1) support the development of community participation, which includes extensive community consultations with the Social Fund for Development (SFD), to maintain, and operate community infrastructure, and services. Significant up-front capital contributions by the community, would demonstrate their ownership, and interest in education, and water sub-projects, enhanced by a community agreement on the system of coverage for operation and maintenance costs, which will include user charges. In addition, the SFD will provide capacity building, supporting the implementation, and operation of sub-projects; 2) increase access of the poor to financial services, through the development of sustainable micro-finance intermediaries, and increased income-generating opportunities, supported by the SFD's technical, and financial assistance, contingent upon time-based performance benchmarks; 3) build stakeholders' capacity to effectively identify, implement, and operate development sub-projects, and, will provide support to national non-governmental organizations, or other agencies, working on social protection issues.
