The objectives of the Second Urban Poverty Project are to 1) establish or support representative and accountable community organizations that are able to provide services to the urban poor and increase the voice of the poor in public decisionmaking; 2) make local government more responsive to the needs of the poor through increased cooperation with community organizations; and 3) improve services for the urban poor (financial services, social services, and infrastructure). There are four project components. The first component, the community development and local government capacity building component, supports an extended awareness raising or socialization process encouraging communities to discuss the nature of and how to address poverty. This component also confirms an elected body of community representatives; formulates a poverty-oriented community development plan; organizes and assists community groups to submit proposals; assists community organizations (BKMs) to work collectively; and builds local government capacity. The second component funds allocations for kelurahans; finances specific sub-projects; and provides targeted investments, grant assistance to the poorest and most vulnerable, and revolving funds. The third component finances a poverty alleviation partnership grant and the fourth component provides implementation support.
