The project is part of a multi-donor sector-wide health program (SWAp) for the period 2012-2016 and is a continuation of the joint financing in the health sector that has been implemented since 2006. The basket financing supports the Den Sooluk 2012-2016 reform program, which, based on the results of the predecessor program Manas Taalimi 2006-2011, focuses on the areas of mother and child health, combating tuberculosis, HIV/AIDS prevention and cardiovascular diseases and aims to improve treatment quality and care efficiency by overcoming existing structural barriers in the system functions of public health, curative health services, health financing, resource management and leadership responsibility. After coordination delays, the basket financing for the implementation of Den Sooluk only began in Q3/2014. The total cost of the five-year reform program and the parallel health operating costs are estimated by the Ministry of Health at around USD 890 million. In contrast to Kyrgyzstan's own contribution of USD 678 million, contributions of around USD 60 million were pledged by partners (World Bank, Swiss Development Cooperation and FZ), which were increased by a further EUR 10.95 million (inv. + BM) with a pledge from the BMZ in 2015. The FZ investment funds from SWAp III and IV total EUR 14.2 million (corresponding to around USD 18.5 million); in addition, EUR 1.8 million are being made available as an accompanying measure (BM). Based on the experience in the SWAp and findings from the annual audits (among others), the BM (among others) are to finance extensive consulting support for the Ministry of Health and the subordinate hospitals to strengthen institutional capacity in the area of procurement and financial management, which is currently being put out to tender.
