Description

The project improves the inadequate quality of and access to sustainably financed basic health care for all population groups and genders in Kyrgyzstan, especially in rural areas. By increasing the use of qualitatively appropriate basic health services, a contribution is to be made to further improving the health status of the Kyrgyz population and, on the other hand, to increasing the efficiency of the health system in Kyrgyzstan. Indirectly, the project also aims to improve financial security in the event of illness, since basic health care - unlike services at secondary and tertiary care levels - is mostly free of charge. The module objective is to improve the quality of basic health care in Kyrgyzstan. The target group is the entire population of the country, which currently comprises around 6.2 million people (World Bank 2017) and is growing by 2.1% annually. The total cost of the project is EUR 35.2 million - of which the FC investment share is EUR 10.0 million. The FC funds are paid out on a policy-based basis after agreed disbursement-linked indicators (DLIs) have been achieved within the framework of a Program for Results (PforR). With the project, the PforR financiers are supporting the implementation of the first five-year phase of the State Program on Health Development (SPHD). The project is divided into three result areas, on which the DLIs are defined and to whose achievement the payments within the framework of the project are linked: 1. Integration of sustainable mechanisms for improving the quality of health services; 2. Strengthening quality aspects in the strategic purchasing of health services; 3. Strengthening the governance of the health sector to improve quality. The DLIs, which are based on key reform requirements, also define intermediate steps and are rewarded if they are successful. Around EUR 7.83 million of the FC investment part will be used for DLI-based payments. The module is being implemented under the leadership of the World Bank and co-financed by Swiss development cooperation. The project is particularly relevant for the component for improving basic health care for mothers and children within the framework of the TC Perinatal Health Programme.
