The project is part of a sector-wide health program (SWAp) supported by several donors for the period 2012-2016 and a continuation of the joint financing in the health sector that has been implemented since 2006 (until 2011). The sector financing is intended to implement the follow-up program Den Sooluk 2012-2106 following the National Health Reform Program Manas Taalimi 2006-2011, which focuses on improving the quality of treatment and aims to implement strategic reforms to overcome existing structural barriers and increase the efficiency of health care. As in the previous reform period, improving the health of the population of Kyrgyzstan remains the general overarching goal, while the program goals are to further improve access to health services for all sections of the population, reduce financial burdens in the event of illness and improve the quality and efficiency of health services.
