Description

The German Financial Cooperation project supports Colombia's reform efforts to implement the final peace agreement with the guerrilla group FARC-EP from 2016 and the expanded peace policy Paz Total. The sector reform program is designed as policy-based loan financing (PBL). Policy actions were agreed between the Colombian government and the German side in the following areas: 1. Access to land titles and land distribution as part of the Comprehensive Rural Reform, 2. Strengthening the districts particularly affected by the violent conflict, 3. Protection of human rights, especially of leaders of civil society organizations, 4. Historical, social and judicial processing of the violent past and 5. new actors, regions and initiatives as part of the expanded peace policy Paz Total. The target group is the people of Colombia. The more than 9 million victims directly affected by the violent conflict and officially registered will receive special benefits. The implementation of the policy actions is a prerequisite for the disbursement of a KfW development loan of 150 million euros. The Federal Government is providing budget funds to reduce loan interest rates. The borrower is the Colombian state, represented by the Ministry of Finance. The programme sponsor is the National Planning Authority (DNP), and other Colombian institutions are involved in the design and implementation of the policy actions. After disbursement, the loan funds are included in Colombia's national budget. In addition, the Federal Ministry for Economic Cooperation and Development (BMZ) is providing additional funds from the Study and Advisory Fund (SBF) for short-term expert assignments to support the design and implementation of the policy actions. The project builds on two previous phases, and further phases are planned.
