Description

The project Pinzler Park is aimed at the development and construction of a safe and secure truck parking area (SSTPA) with 82 parking spaces for Heavy Goods Vehicles (HGVs), including access ways, with a surface of around 25.000 sqm, complying with standards of Platinum Level Certification in accordance with the Commission Delegated Regulation 2022/1012. The SSTPA will be located on the A31 motorway, in France, at exit N°28, on the North Sea - Mediterranean TEN-T corridor, at 26km from Metz and 32km from Nancy. The project is part of a Global Project that aims to set up a Temperature-Controlled Logistics Platform. The SSTPA will provide the basis for the Global Project, as the other service categories will be offered to a significant extent to truck drivers seeking a parking space. The project is also the pivotal piece that will allow for the other services from the Global Project to be deployed. The region along the A31/E25 motorway in France is confronted with important traffic flows. Safe and secure truck parking areas are almost not available with current demand far exceeding current supply. Between Pont a Mousson and the Luxembourg border only 6 truck parking areas provide 181 truck parking spaces, whereas the demand is estimated at 1,200 trucks. None of the six parking areas offers suitable parking for medium to high value transport. This shortage of rest areas has led to notable amounts of illegal roadside parking by truckdrivers around the exits of the Nancy-Luxembourg axis, which decreases the comfort of drivers, but is also dangerous for them, their cargo, and other vehicles passing by those bottlenecks. The project Pinzler Park aims to address these shortcomings by building a SSTPA that offers safety and comfort to drivers, their vehicles, and their transported goods for users of the A31 motorway. The project includes six work packages: • WP1: Project management and dissemination • WP2: Foundation and infrastructure works • WP3: Security installations • WP4: Driver building service installations and guard posts • WP5: Equipment indoor • WP6: Equipment outdoor. The result of the Project will be a newly created and operational Platinum Level Certified SSTPA with 82 heavy truck parking places, on the North Sea - Mediterranean TEN-T corridor.
