This project involves the construction and operation of a cement bagging terminal two kilometers from the port of Durres, located west of Tirana. The terminal will include two storage silos with a total capacity of 6,000 tons, and a high efficiency, 100/tons/hour cement bagging unit. Bulk cement will be imported through the harbor of Durres.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s technical consultant. The following potential environmental, health and safety impacts of the project were analyzed:· site location and previous use;· air emissions;· waste water· solid waste handling; and· employee health and safety.The sponsor has presented plans to address these issues and demonstrate the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.3. The 7500m2 site for the terminal was barren land, and the property of a former state run material construction enterprise. The land was therefore also previously used for industrial purposes. The surrounding is an industrial park, including a concrete mixing plant and a site for precasting of building materials.4. Air emissions from the operations will be negible. At the port, unloading of the ships will be carried out with Siwertell mobile ship unloaders. These unloaders, produced in Sweden, are completely enclosed from the pick-up point below the cargo surface to the outlet in the transport truck. At the terminal the cement will be pumped pneumatically into the storage silos. The silos have bag filters to clean the air from the pneumatic pumping before release. The packing machine has its own bag filter. The bag filters on the silos and at the packing machine are designed for maximum emissions of 50 mg/Ncm and 50 mg/Ncm respectively and are therefore operating well within the World Bank Guidelines of 50 mg/Ncm.5. The plant will only use water for domestic purposes and for a standby diesel generating set (only when operating). The amount of wastewater will as a result be very low, and will be discharged to the main city sewage system of Durres.6. The plant will only produce industrial solid waste during disturbances in the packing process. Cement from such disturbances will be returned into the system, while broken bags will be handled by the local garbage handling system.7. The unloading equipment is state of the art, and Durres Cement will ensure that the rotary packing machine is sufficiently guarded at all time. No significant employee health and safety issues are expected.8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that, the proposed project is being designed to meet Government of Albania requirements, and World Bank policies, and environmental, health and safety guidelines.9.
