This project involves the expansion of the Hamdallaye school complex to include 6 new secondary school classrooms on a small plot of land adjacent to the existing, 12-classroom primary school. The secondary school will consist of a three storeythat will house the classrooms, as well as by adding furniture and computer equipment. The complex is located in Ratoma, a Conakry residential area. Electricity and water are available from the existing local utility infrastructure. The first secondary level classrooms are due to open in October 1998; the expanded school will employ a total of eight full time staff as well as part time staff.2. This is a Category B project according to IFC’s environmental review procedure because a limited number of specific environmental impacts may result from this project. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor by IFC’s Technical and Environmental Department staff. The following potential environmental, safety and health impacts of the project were analyzed:· sewage treatment and disposal;· waste/garbage management and disposal;· hazardous chemicals use, storage, and handling; and· fire protection and life safety.The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with Government of Guinea environmental laws and regulations and applicable World Bank requirements. The information about how these potential impacts are addressed by the sponsor is summarized in the paragraphs that follow.3. Sanitary effluents will be collected and stored in an underground tank. These wastes will be periodically removed by private waste haulers for ultimate delivery to an authorized municipal treatment and disposal facility in Conakry.4. Solid wastes, consisting of office waste and small amounts of food leftovers, will be collected in bins located thoughout the school, which, in turn, will be emptied daily and removed by private waste haulers for ultimate delivery to the local authorized municipal dump.5. No Ozone Depleting Substances (e.g., CFCs) will be used in refrigeration, air conditioning, or fire-fighting equipment on the premises. All hazardous chemicals used in laboratory activities will be stored in clearly labeled containers, properly segregated, and stored in a manner that will prevent accidents and release to the environment.6. Adequate fire protection and life safety measures will be provided. These include the placement of fire extinguishers in the buildings, and provision for safe and easy evacuation. Regular fire and safety response drills and training will be provided by the local fire department for teacher evacuation of students. Adequate access to the school property is provided for local municipal emergency response teams.7. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project will meet World Bank environmental, health and safety policies and guidelines and Government of Guinea environmental requirements.8.
