- 2 - ENVIRONMENTAL REVIEW SUMMARYProject Name SEF MALI: IMPRIM COLOR Region Sub-Saharan AfricaSector Printing IndustryProject No. 9412______________________________________________________________________________1. This project, which is to be financed through the Africa Enterprise Fund (AEF), involves the extension of existing printing operations through the acquisition of 2 color printing presses, a high performance binding/finishing line and the construction of a new unit of 1000m2, comprising a production line, offices and restrooms located on the existing premises. The final products from the new production line are aimed at supplying the Malian government with schoolbooks as well as attracting international and local private organizations, which currently use imported products.2. The plant is located on a 1000m2 plot in the Cité du Niger, a residential area of Bamako, on the border of the river Niger. It is a one-floor building surrounded by other buildings which host a radio station and a communication agency. 3. This is a Category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines, or design criteria. The key environmental health and safety issues that were analyzed are as follows:· Site selection;· Storage and handling of chemicals and spill management;· Disposal of solid and liquid and hazardous waste (quality and quantity, means of treatment and disposal, including sewage, inks and waste water);· Air emissions;· Water and power supply;· Work place health and safety issues;· Worker exposure to noise and air emissions;· Fire prevention; and· Emergency procedures; and employee training on fire and emergency procedures.4. IFC has reviewed environmental information supplied by Imprim Color. Key elements of this information are described below. 5. The new unit is to be located next to the present plant, in the Cité du Niger, and land has already been purchased from previous owners. The plot to be used for the extension is currently unused and unoccupied.6. Water and power are supplied by the local utilities and there is no storage of fuel on the premises.7. Chemicals used by Imprim Color include water-based inks, film revelators and correctors. They are stored in a locked and air-conditioned room, and handled by employees wearing protective gear. Maximum quantity stored at any one time is around 3,5t.8. Solid waste consisting of paper and cardboard is either reused by other printers or incinerated on site, in a specially designed incinerator that does not include any flue gas cleaning equipment. At IFC ‘s request, the sponsor has agreed to analyze emissions at the chimney in collaboration with the services of the ministry of the environment and to implement correctives actions should the air emission not conform to IFC ‘s guidelines. Incineration ashes, about 4m3 annually are disposed off by to authorized landfill by the municipality.9. Empty chemical containers are collected by the municipality and disposed off in an authorized Bamako landfill.10. Liquid waste, about 2m3/year, resulting from the washing of the printing rolls are decanted in a specific underground impermeable tank and filtered before being disposed of in the plant ‘s septic tank. At IFC’s request, the sponsor has agreed to analyze regularly this effluent prior to its disposal into the septic tanks and to implement additional treatment should this effluent’s quality prove to be detrimental to the proper functioning of the septic tank.11. Sewage is evacuated to well isolated septic tank which is regularly emptied by specialized private companies and the sludges are disposed off in trenches at authorized landfills.12. Air emissions within the plant will be monitored regularly as part of the controls to which the entire plant is regularly submitted.13. At IFC ‘s request, the sponsor has agreed to devise and implement a formal procedure for employee’s health and safety, including emergency response in case of fire or accident.14. Fire protection is provided by fire extinguishers and maintenance is carried out by a private company.15. The release of the ERS is to take place in French, through the “Association de Salubrité de la cité du Niger”, which has monthly meeting of all the owners and occupants of the Cité du Niger compounds.16. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed and will be operated to meet pertinent Government of Mali requirements and all relevant World Bank policies and environmental, health and safety guidelines.17. IFC will monitor ongoing compliance with World Bank Group policies and guidelines during the life of the project by reviewing and evaluating the Environmental and Social Monitoring Reports (AMRs) to be submitted annually to IFC by the sponsor, and by conducting periodic site visits during project supervision.
