This project involves the construction and operation of a plant in Poprad, Slovakia with the capacity to manufacture 350,000 sets per year of molded plastic components for clothes washing machines. Facilities will consist of 22 new and rebuilt plastic injection molding machines, screen printing equipment, a table top assembly line, a maintenance area and a unit for process quality control. Storage will be provided for process raw materials (acrylonitrile-butadiene-styrene [ABS], polypropylene, nylon) and finished products. The principal customer will be Whirlpool, which is expanding its current assembly capacity on an adjacent site in Poprad between 1998 and 1999. The project will be a joint venture between Scame Mastaf SpA of Italy, a major manufacturer of molded plastic components, and Tatramat a.s. of Slovakia, which is primarily a manufacturer of domestic water heaters.2. The plant will employ from 100 to 110 people in about 6,500 m2 of covered area within and transferred from Tatramat’s existing manufacturing complex. An existing 4,000 m2 building on the site used for plastic molding operations is being reconfigured and enlarged for the joint venture. Some of the existing molding equipment will be retained. Infrastructure services (water, sewer, gas, electricity) will be provided through Tatramat’s systems but invoiced directly by the supplier. Natural gas will be used for workspace heating. The Tatramat complex was developed relatively recently on previously undeveloped land, and existing manufacturing operations are not expected to have resulted in land contamination.3. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:· solid and hazardous waste disposal;· fire protection and emergency response; and· employee training and workplace safety.The sponsor has presented plans to address these issues and demonstrate the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.4. Wastes from plant operations are expected to include plastic scrap, which will be recycled in the process; about 130 tons per year of paper wastes, which will be sold for recycling; and about 2,000 L/yr of solvents, which will be disposed of in accordance with local regulations. A trash compactor will be used to reduce the volume of paper waste before recycling.5. Fire alarms and extinguishing systems will be installed in the plant. To be able to respond to electrical fires, CO2 fire extinguishers will be located in several locations. The nearby firefighting equipment of Tatramat will be available to Scametatra. Fire systems and training will be coordinated with the those in use at the Tatramat complex.6. Initial training of key staff in the proper operation of the facility will be provided at Scame’s European plants. Induction training and refresher courses for plant operation and health and safety will be provided for all employees. All plant personnel will be trained in safe working practices and in proper handling of chemicals. Respiratory protection equipment, goggles and gloves will be provided. The plant will be designed to keep noise levels below 85 dBA at all working places and ventilation systems will be provided in the main plant areas. The facilities health and safety procedures will be coordinated with those in use at Tatramat.7. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Slovakia requirements, and World Bank policies, and environmental, health and safety guidelines.8. IFC will monitor Scametatra’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.L:\WPEU\KITT\SCAMETAT.ERSJanuary 22, 1998 10:59 AM
