The project consists of a 17 km extension (the “Project”) of an existing IFC project (SENAC, project #29008) -a 24km Dakar-Diamniadio toll road project (the “Initial Project”) - in full operation since August 2013, which is considered to be a flagship Private Public Partnership in the region. The Project aims to connect the city center of Dakar with the new Blaise Diagne International Airport (“AIBD”), presently under construction. The Project will be designed, built, operated and maintained by the Concessionaire under a 25 year concession contract. The contractual and construction arrangements are broadly the same as for the first project, with SENAC SA., a Special Purpose Vehicle created for the Initial Project and 100% owned by Eiffage S.A., responsible for the finance, design, construction, operation and maintenance of the concession. SENAC has subcontracted the design and construction to a joint venture composed of Eiffage Travaux Publiques and Eiffage Senegal (the “EPC Contractor”) which is a reputable construction company in Senegal and has been operating in the country since 1926. Both SENAC and APIX have gained significant experience from managing the broad environmental, safety and social (displacement of 30,000 PAPs) issues from the Initial Project. SENAC has been to date materially compliant with the E&S requirements of IFC on this Initial Project.
