Senegal - Dakar stormwater management project

This operation concerns studies for the preparation of an investment operation within the framework of the second phase of the Rainwater Management and Climate Change Adaptation Project (PROGEP II) in Dakar. The operation is a contribution by the AfDB to support the Government of Senegal in financing programmes to combat flooding, adapt to climate change and improve sanitation in general. The project is consistent with the Bank Group's urban development and water resources management strategy. The PPF advance is the most appropriate financing instrument for the application, as it ensures good quality at the project's outset and ensures that the risks and impacts are well understood and that the mitigation measures to be implemented are identified and their cost assessed. The main deliverables for each zone are: (i) an APS report, including any additional modelling, and an APD report with plans and appendices; (ii) tender documents (DAO) for the works; (iii) specific ESIA, RAP and E&S audit tools if necessary for the investments selected; and for both zones (iv) an audit report. It is structured into two components. The first component is entitled Detailed technical, environmental and social studies. It includes: (i) detailed technical studies and (ii) environmental and social studies of the areas identified for the implementation of the Investment Project. The second component relates to institutional support and project management. It includes support for the operation of the executing agency through: (i) helping to pay for the Project Management Unit's staff and management costs; (ii) paying for document validation workshops and the organisation of the round table; and (iii) auditing the accounts.
