Senegal - Rural electrification project

The PER is part of a vast priority rural electrification program (PPER) in Senegal. To implement this program, the Government adopted a new approach based on a public-private partnership (PPP) involving the State and its development partners on the one hand, and private operators and villagers' associations on the other. This new approach was adopted in response to the sub-sector's development constraints, which are mainly characterized by: i) Senelec's precarious financial situation ii) low mobilization of the financial resources required for investment iii) outdated generation facilities and distribution network iv) strong growth in demand v) network efficiencies that could be improved and vi) high production costs. The country was divided into 18 concessions, which were reduced to 10 through mergers. The project covers the two concessions of Kébémer-Louga and Linguère, which have been merged into a single concession. This merger is justified by the low profitability of the Linguère concession. During the preparatory mission, it became clear that it was necessary to draw up the concession electrification plans (PLE), which mainly define the localities to be supplied, their mode of supply and the quantities of work to be carried out for each of the methods adopted.
