Description | The Senegal Health System Development and Financial Protection Program (P508171) is a proposed Program-for-Results (PforR) operation aimed at improving the utilization of quality essential reproductive, maternal, neonatal, child, and adolescent health and nutrition (RMNCAH-N) services and strengthening health system resilience. Aligned with the Government of Senegal’s health sector strategies – including the national Reproductive, Maternal, Neonatal, Child, Adolescent Health and Nutrition Strategic Plan (PS SRMNIA-N, 2024–2030) – and the country’s “Senegal 2050” vision, the operation supports critical reforms and investments to accelerate progress toward universal health coverage (UHC) and a more resilient health system. It focuses on expanding access to and quality of essential health and nutrition services, particularly for women, children, and adolescents; strengthening primary healthcare and health emergency preparedness (including integrating climate resilience and One Health approaches); and improving financial protection for vulnerable populations through health insurance reforms and reduced out-of-pocket expenditures. The operation’s financing totals US$135 million, comprising a US$100 million IDA credit, a US$20 million grant from the Global Financing Facility (GFF) and a US$15 million grant from the Buffett Foundation. This investment will co-finance a portion of the Government’s broader health program (estimated at US$540 million), alongside domestic resources and technical support from other development partners (e.g. JICA, UNICEF, UNFPA, WHO) to ensure coordination and synergy. Expected outcomes include greater coverage of high-quality maternal and child health services – for example, more health facilities providing emergency obstetric and neonatal care and higher child immunization rates – expanded health insurance coverage among poor and informal-sector households, and the establishment of functional multi-hazard early warning systems for health emergencies. These improvements will strengthen health outcomes and resilience – helping to reduce preventable maternal and child deaths over time and advance Senegal’s progress toward UHC and improved preparedness for future health crises.To strategically complement the PforR, the operation includes an Investment Project Financing (IPF) component that provides targeted support for technical assistance and program implementation. The IPF will finance institutional capacity building and multisectoral coordination, including support for MSHP and partner institutions (CNDN, SEN-CSU, One Health Secretariat). It will also fund coordination, monitoring and evaluation, independent verification of results through a recruited IVA, household surveys such as Demographic and Health Surveys, and ensure the effective functioning of the Project Coordination Unit (PCU) within MSHP, leveraging expertise from previous World Bank–financed projects. |
