The development objectives of the Transport and Urban Mobility Project are: (i) to improve effective road management and maintenance, both at national level and in urban areas; and (ii) to improve public urban transport in the Greater Dakar Area (GDA). There are three components to the project. The first component of the project is support to interurban road infrastructure development. This component will finance targeted technical assistance, awareness campaign and training, as well as computers and other equipment for the key sector agencies, created under the Second Transport Sector Project (PST2) with Bank support. Investments include works for rural and interurban road upgrading in the Grandes Niayes region selected. The geographical area was selected on the basis of its role in the national economic framework and its support towards national growth. The second component of the project is capacity building for the development of public transport services in the GDA. This component will finance targeted technical assistance, awareness campaign and training, as well as computers and other equipment for the key sector agencies, created under the Urban Mobility Improvement Project (UMIP) with Bank support. Support to the development of the existing leasing scheme. This component is aimed at ensuring the renewal of about 900 additional minibuses on a sustainable basis, affecting about 55 percent of the total minibus fleet (2,500 minibuses) and aiming to raise the level of service and safety, improve productivity and lower the rate of vehicle emissions. The third component of the project is support to implementation, monitoring and evaluation. This component will finance: (a) equipment and operating costs, as well as training, for the two agencies in charge of project implementation: National Road Management Agency and Dakar urban transport authority; (b) technical and financial audits; (c) support to monitoring and evaluation, including surveys and beneficiary assessments; and (d) information, education and communication (IEC) for the project.
