This project aims to support implementation of Serbia's Strategy for Education Development 2030 in primary education through targeted investments at the system-level and in selected primary schools, particularly those serving disadvantaged or vulnerable students. Component 1 will focus on strengthening teacher professional development and mechanisms for national learning assessments at the system-level. Sub-component 1.1 will support the IEQE and IIE with development of national sample-based learning assessments, while sub-component 1.2 will strengthen the continuous professional development opportunities for teachers with a focus on formative assessment, and s. Component 2 will focus on a gradual implementation of the Whole Day School (WDS) model, with the objective to improve learning opportunities in targeted schools through school improvement plans, enriched extracurricular learning programs, enhanced learning environments. Sub-component 2.1 would support training, coaching and mentorship programs for school principals. Sub-component 2.2 will support enriched learning programs for disadvantaged schools and vulnerable students. Sub-component 2.3 will support either the renovation or the construction of learning environments suitable for the WDS. Finally, Component 3 will support a communication strategy and capacity building in the education sector for system monitoring, evaluation, and project management, including TA, M&E, and support for the project implementation unit.
