Serpent River Landfill Site Cell Capping

The Ministry of Environment and Climate Change (MOECC) Certificate of Approval for the site indicates the capacity has been exceeded by 20,000 m3. There is a small area of the site which can be filled which would provide approximately 2 years capacity. MOECC is allowing the use of this small area even though the capacity has been exceeded to allow for application of the final capping and vegetative cover to the closed areas as well as approval of expansion of the site. Once the final capping is complete, the site is expected to be expanded by less than 40,000 m3 into an adjacent area purchased by the Township which allows for expansion without an environmental assessment. The workplan includes application of the final capping to be closed off area of the site, application of vegetative cover, installation of monitoring wells and establishment of surface monitoring locations, application for approval of the expansion, engineering and design of the expansion following approval by MOECC, and construction of the expansion (i.e. new trenches). It is proposed to undertake communications as required by the approval process and to enhance this with communication with the Serpent River First Nation.
