Settavex is an integrated denim manufacturer established in Settat, Morroco in 1991 with a capacity of 13 million linear meters. This project involves the (i) installation of a new dyeing and finishing line, (ii) construction of a co-generation plant, and (iii) increase the output by adding spinning and weaving capacity.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:· air emissions;· liquid effluents;· solid waste treatment and disposal;· chemical and hazardous materials handling and storage;· employee health and safety; and· fire safety and emergency response.The information provided by Settavex about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.3. The company is located in an industrial area located three km distant from the city of Settat. The new installations of the dyeing and finishing plant as well as the generation plant will be built within the existing Settavex’s grounds. The project will not have impacts on natural habitats nor will require resettlement. 4. Settavex will install a 3,500 kWe diesel engine. The sponsor will ensure that air emissions from both existing and new emissions will meet World Bank air emission guidelines.5. The sponsor will install a biological and secondary treatment system to treat the process wastewater. The treated waters will comply with World Bank guidelines. The sewage generated will be treated prior to being discharged. 6. The sludges from the wastewater treatment plants as well as the domestic wastes will be appropriately disposed in an authorized municipal landfill. 7. Noise levels at the plant limits will be less than 50 dBA. The sponsor will install noise silencers around the cogeneration plant. Areas where levels are greater than 80 dBA are clearly signaled and employees working in those areas are provided with and required to use hearing protection devices. 8. The sponsor will also implement additional practices to minimize the use of toxic metals and hazardous chemicals and will design the operations to reduce water consumption. The fuel and hazardous materials will be properly stored and handled to reduce the possibility of leaks and accidents.9. Settavex has established a training program which includes employee health and work safety, fire prevention and use of fire equipment, first aid and rescue, and technical safety. Personal protective equipment, including dust masks, and hearing protection devices are provided to and required to use by the employees. The company’s moving machinery is well protected by shield guards and guard railings. Settavex has established a health and safety committee, that meets and evaluates the workplace conditions. 10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Settavex proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.11.
