According to RO-BG Programme strategy, amongst the issues identified as being most suitable to be tackled by cross border cooperation, as mentioned under Thematic objectives is O7: Promoting sustainable transport and removing bottlenecks in key network infrastructures and Investment Priorities 7b: Enhancing regional mobility by connecting secondary and tertiary nodes to TEN-T infrastructure and Investment Priorities 7c: Developing and improving environmentally-friendly (including low-noise) and low-carbon transport systems. The SEVEN-T project comes to solve major constraints of the cross border area Silistra - Navodari by creating new, flexible system by connecting tertiary nodes to TEN-T infrastructure. The cross-border region Silistra - Navodari needs to renovate existing crossing infrastructure. The improvement of cross border transport, with a special emphasis on public transport, can be one of the solutions to the overall low cross-border accessibility. For solution of the problems Municipality Silistra needs toreconstruct and rehabilitate the existing infrastructure in the town for better connection to TEN – T transport infrastructure- Nikola Y.Vaptsarov street (length 475m and 2 one-way bike lanes – 950m, road very important for the infrastructure transport in the town, going to national level road and being entrance and exit of the town to the Border Check Point – Silistra) and Municipality of Navodari needs to reconstruct the Navodari Boulevard (3840 m of 4 lanes road and bike tracks-the most important road connecting Navodari to TEN-T network- connection at one end with the road towards Midia Industrial Platform - Midia Seaport and further towards the Danube Delta and at the other end with Ovidiu/A4- A2). Additional to contributing to the Programme`s Output indicator: - reconstruction of 4.315km of road, the common approach of the Municipalities aims to stimulate the use of green transport to address the environmental problems of energy dependence of the cross border area by construction of 14414 m of bike lanes (7394m in Silistra, which will close the circle of bike lanes of the town- 4782m of 2 way-lanes and 5134m of one way lanes and 7020m of 2 way-lanes in Navodari), 7 bike docks in Silistra (this component of the project includes the purchase of 30 electric bicycles and 30 standard ones), 36 Multimodal public transport stations (bus and bike) in Navodari and 1 solar parking in Silistra (continuation of the project project “Clean Access in Calarasi-Silistra cross-border area”- Programme CBC Romania- Bulgaria 2007-2013). Complementary to the investment activities detailed above, a Joint route guide will be elaborated, uniting information about bicycle lanes and routes, sightseeing - cultural and natural heritage, hotels, shops and garages for bicycles in the region of Silistra and Navodari and a Joint Strategy for sustainable eco-transport in the Silistra-Navodari area, upgrading the existing strategy of Silistra-Calarasi and enhancing the cross-border area approached in it. Through these 2 tools, the SEVEN-T project comes to contribute to the Programme`s Output indicator- Number of joint mechanisms (2). Using a budget of aproximately 7 055 541, 16 EUR, the project will directly contribute to the Programme’s specific result - Cross border population served by modernized infrastructure leading to TEN-T with 68211 citizens.
