The project would: (i) help organize the sewerage sub-sector through the estalishment of adequate institutional structures and introduction of financial policies; (ii) provide sewage treatment and disposal facilities for Homs and Hama; (iii) improve water quality in the Assi River flowing through Homs and Hama; and (iv) connect new housing developments to the main sewerage networks in the two cities. The project is expected to generate substantial economic benefits from improvements in health and pollution standards in Homs and Hama and the maintenance of existing irrigated perimeters downstream of both municipalities, and the restoration of the fishing industry in the Assi River. The project consists of: (a) construction of sewage treatment plants in Homs and Hama; (b) construction of trunk sewers (about 25 km); (c) establishment of sewerage companies including construction of office buildings and workshops, supply of vehicles and maintenance equipment and training; and (d) provision of technical assistance and consultant services to supervise construction and undertake specialized studies, including financial policies and management studies.
